Remove the "Disable Bluetooth" settings and functionality from watch app.

Added a new "High Bandwidth" setting to the watch app for downloads (Settings -> Downloads) and updates (Settings -> Updates). This setting works similar to the "Disable Bluetooth" functionality without having to disable Bluetooth on the watch.

The download manager will not display on watch when downloads are started from the phone
